The planet that never strays far from the Sun
Start with the astronomy, because it shapes everything astrologers later said about Venus. Venus orbits closer to the Sun than Earth does. From where we stand, it can never appear more than about 47 degrees away from the Sun in the sky. That is a hard geometric limit, not a tradition.
This has a practical result you can check yourself. Venus is only ever visible near dawn or near dusk, as the morning star or the evening star. It is never overhead at midnight. It cannot be in Scorpio.
Ancient observers noticed that this bright, close companion of the Sun appears at the softest hours of the day. Whether that shaped the symbolism or simply matched it, we cannot know. But the association of Venus with beauty and pleasure is old, wide and remarkably consistent across cultures that had no contact with each other.
Shukra is the accountant of what you want
The Sanskrit name for Venus is Shukra, and in classical Vedic texts it governs a strange-looking list: marriage, art, vehicles, jewellery, perfume, sweet food, luxury, comfort, and the arts of pleasure generally. Modern readers see that list and assume it is about romance with some shopping attached.
Read it again and a single thread appears. Every item on the list is something a person chooses because they find it worth having. None of them is necessary for survival. You do not need perfume. You do not need a nice car. You do not need art on your walls. These are all things you pay for, in money or time or effort, because you value them.
That is the real brief. Venus in astrology is the part of you that assigns worth. It decides what is beautiful, what is worth the cost, and what is not worth crossing the street for. Two people with the same income will spend it in completely different shapes, and Venus describes the shape.
Romance fits inside this, cleanly. Choosing a partner is the largest act of valuing most people ever perform. You are saying that this person is worth arranging your life around. But it is one expression of the function, not the function itself. Any chart that puts them further apart has an error in it.

Traditional texts describe Venus as debilitated in Virgo and exalted in Pisces, and they list various afflictions from being close to the Sun or aspected by Saturn or Mars. Practitioners read these as difficulty with pleasure, comfort or relationships. Treat that as a starting question rather than a verdict. A debilitated Venus in a real life often shows up as someone with unusual, hard-won taste rather than someone doomed to be unhappy. No placement predicts an outcome, and anyone who tells you otherwise is selling something.
Is Venus the same as Shukra?
Yes. Shukra is the Sanskrit name for the planet Venus, and it is the name used throughout Vedic astrology. The mythology attached to Shukra is not the same as the Roman Venus, though. Shukra is a male teacher figure, guru to the asuras, and the keeper of a mantra that could revive the dead. Same planet, different story, and the astrological meanings overlap more than the myths do.
Should I avoid making big purchases during Venus retrograde?
There is no evidence that Venus retrograde affects the outcome of purchases, contracts or relationships. The advice is widespread but it has never been tested against anything. If a retrograde period prompts you to slow down and check whether you actually want the thing, that pause is worth having on any date. Just do not let a calendar entry stop you from doing something you have good reasons to do.
